The question of timing for disclosing a patent to a standards body is paramount. The appellate court majority's ruling that patents only need to be disclosed at the time of a ballot could have earth-shaking consequences in all standards groups. Although the ruling applied only to JEDEC, the legal appeals court precedent might impact other similar patent disclosure cases in the future.

JEDEC is concerned that by the time deliberations have reached the ballot stage, any patent disclosure may be too late to allow any design changes or work-arounds in the industry standard. That could very well be the concern of many other standards bodies as well.

The appellate court dictated timing for patent disclosure also overshadows the FTC antitrust case against Rambus, predicated on the same alleged hiding of its pending SDRAM patents from JEDEC. If the same court-set threshold — disclosure only at time of ballots on a standard — applies, this raises many questions, since Rambus had left JEDEC by the time many SDRAM standard ballots were taken.

Suppliers of flat-panel and projection displays in the large-screen-TV (over 30in.) market believe they can dislodge the ubiquitous CRT. They are spending billions to upgrade or build new plants to produce the large panels and display electronics for flat-screen or projection TVs they say provide better viewing than CRTs.

But in a market driven by low cost, CRTs are likely to continue holding a decided price advantage over competing technologies for at least a few more years.

The EZ BGA requires only a small amount of board real estate beyond the BGA pattern needed for mounting a socket, he added. The socket solders directly to the target board lands and requires a clearance of 2.54 mm from the perimeter of the BGA.

Aries is similarly pushing operating frequencies to new limits by minimizing board real estate, with plans to raise the speed bar on its RF test sockets for peripherally leaded devices. In R&D at Aries is a socket for older dual in-line packages that is capable of burn-in testing at temperatures of up to 500 degrees C, a requirement for the new copper materials, said Folmsbee. The socket is tentatively targeted for a September release.
